सूक्ष्म, लघु तथा मध्यम
उद्योगों के विकास तथा समावेशी आर्थिक विकास को बढ़ावा देने हेतु केन्द्र सरकार के
सहयोग से उत्तर प्रदेश में ‘एक जिला एक उत्पाद’ योजना का प्रारम्भ किया गया। शोध पत्र में इस योजना को
केन्द्र सरकार की एक अन्य योजना ‘कौशल विकास’ के साथ सम्बद्ध
करके विकास को गति देने तथा ओ.डी.ओ.पी. योजना की सफलता को उच्चतम् स्तर तक ले जाने
की सम्भावना की खोज की गयी है।

प्रस्तुत शोध में यह निष्कर्ष
निगमित हुआ कि विभिन्न सरकारी योजनाओं में आपसी संयोजन की कमी देखी जा सकती है।
ओ.डी.ओ.पी. और कौशल भारत अभियान के सम्बन्ध में भी यही विलम्बन देखा जा सकता है।
शोध में लखनऊ और मुरादाबाद जिलों के एक जिला एक उत्पाद के रूप में चिन्हित उत्पादों
को शामिल किया गया।
लखनऊ जिले के सन्दर्भ में चिकनकारी को ‘एक जिला एक उत्पाद’ के रूप में चिन्हित
किया गया है जबकि यहाँ संचालित होने वाले कौशल प्रशिक्षण केन्द्रों के पाठ्यक्रम
में चिकनकारी के परम्परागत कौशल को शामिल नही किया गया है वहीं दूसरी तरफ मुरादाबाद
के पीतल उद्योग को ओ.डी.ओ.पी. के रूप में चिन्हित तो किया गया है किन्तु वहाँ के
प्रशिक्षण केन्द्रों में इससे सम्बन्धित पाठ्यक्रम का अभाव दिखाई देता है। वस्तुतः
कौशल भारत अभियान के प्रशिक्षण केन्द्र अल्पकालिक आई.टी.आई. प्रशिक्षण कार्यक्रमों
की भांति ही संचालित हो रहे हैं। इस विलम्बन के कारण ही ओ.डी.ओ.पी. कार्यक्रम अपनी
पूर्ण सफलता को प्राप्त नही कर पा रहा है।
सुझाव
वैश्विक स्तर पर व्याप्त
प्रतिस्पर्धा और भारत के जनांकिकी लाभांश का उचित उपयोग तभी सम्भव होगा जब विभिन्न
सरकारी योजनाओं और सामाजिक, आर्थिक विशिष्टताओं
को ध्यान में रखते हुये न सिर्फ सरकारी कार्यक्रमों, योजनाओं का निर्माण किया जायेगा बल्कि कार्यपालिका और
प्रशासन की यह जिम्मेदारी तय की जानी चाहिए कि वो विभिन्न प्रकार की योजनाओं को
लागू करने में लोकतांत्रिक प्रक्रियों का पालन करें और विशिष्टता तथा अनुभव को
उचित महत्व दें। इस प्रकार ‘एक जिला एक उत्पाद’ योजना की सफलता उस उत्पाद की उत्पादन प्रक्रिया, विपणन, गुणवत्ता आदि में
कौशल और प्रशिक्षण के प्रयोग पर निर्भर करती है।
Abstract
In order to
promote the development of micro, small and medium industries and inclusive
economic development, the 'One District One Product' scheme was started in
Uttar Pradesh with the help of the Central Government. In the research paper,
by linking this scheme with another scheme of the Central Government, 'Skill
Development', to accelerate the development and ODOP. The possibility of taking
the success of the scheme to the highest level has been explored.

Conclusion
In the present
research, it was concluded that the lack of mutual coordination can be seen in
various government schemes. O.D.O.P. and the same delay can be seen with
respect to the Skill India campaign. The research included products identified
as one district one product in Lucknow and Moradabad districts.
In the context of
Lucknow district, Chikankari has been identified as 'One District One Product',
whereas the traditional skill of Chikankari has not been included in the
curriculum of skill training centers operating here, while on the other hand
the brass industry of Moradabad has been recognized as O. .dop It has been
identified as such, but there is a lack of courses related to it in the
training centers there. In fact, the training centers of the Skill India
campaign are short-term ITIs. The training programs are being conducted in the
same way. O.D.O.P. is due to this delay. The program is not achieving its full
success.
Suggestion
The competition prevailing at the global level and the proper utilization of
India's demographic dividend will be possible only when various government
schemes and keeping in mind the socio-economic specialties, not only government
programs, and schemes will be prepared but this responsibility of the executive and
administration should be fixed. They should follow democratic procedures in
implementing various types of schemes and give due importance to expertise and
experience. Thus the success of the 'One District One Product' scheme depends
upon the use of skill and training in the production process, marketing,
quality, etc. of that product.
