Abstract
Presently human society is going through many complex problems along with progress. The main problem in these problems can be called 'crime' because today's time has become full of run-of-the-mill life. Due to this people spend most of their time earning their livelihood. Often both men and women are employed in families. Due to this, they are not able to pay much attention to their family and their children. And their children do most of the daily chores alone, such as going to school, going to tuition or coaching classes, bringing vegetables and other rations from the market, etc. Seeing these children alone, outside anti-social elements first show sympathy for them and commit crimes by making friends with them. When a crime happens to these families, some of them break away from everyday life because of those crimes and even some people become mentally deranged. Many times, along with these families, children are mostly the victims. Because of their immature understanding, they are not able to understand the outside world properly and are unable to tell their family members properly. The amount of development that human society has done in developing human civilization has touched new dimensions from the scientific point of view. But still, they have failed to stop the crimes, even though various types of laws have been implemented by the governments, yet they have failed to stop the crimes. This research paper studies the laws in relation to crimes against children and analyzes the effects on society is to be analyzed.

Conclusion
On the basis of the above discussion and questions, we can say that there
is no reason in crimes against children, there are many reasons for this. The
biggest reason is that their understanding is immature, due to which children
are not able to differentiate between right and wrong that happens to them. Due
to this they easily become victims of crimes. And many times they are
exploited by their own people, if seen in the condition of homes, then doing
small tasks by children can also be called a kind of mental and physical abuse.
The biggest reason for this is also due to untimely effects. Now if we talk
about schools, then in schools too, in order to meet the competition in the
busy life, giving more work to the children than necessary and beating and
scolding the children in case of non-completion of work should be the daily
work. has gone. But since the Right to Education Act has been enacted, in which
the beating of children has been banned in schools according to Section 17,
since then some improvement is seen in the schools. But due to a lack of
continuous monitoring, the school has come to its old pattern. If you observe
the situation outside the house, then everyone knows that after monitoring them
by some anti-social elements, as soon as they get a chance, they easily become
victims. And these children are not able to say anything because of the fear of
their parents.
1. Suggestion
The government should make such rules that the schools should be inspected at
regular intervals and after talking to the children of each school, it should
be found out whether any kind of exploitation or criminal activities is going
on.
Efforts should be made to improve the mischievous
elements within the schools by counseling them.
The government should set up such bodies which will
monitor the birth of a child till he becomes an adult, no matter where the
child lives.
CCTV at almost all the intersections by the
Government and the Traffic Police. Cameras have been installed. Crimes against
children and other people can be prevented by using those cameras.
The personal information of criminals who have
committed crimes is already available to the government through the Aadhar card.
Using which the locations of the perpetrators of crime can be traced and
arrested immediately.
संक्षिप्त रूप
वर्तमान में मानव समाज प्रगति के साथ-साथ अनेक जटिल
समस्याओं से भी गुजर रहा है। इन समस्याओं में प्रमुख समस्या ‘अपराध’ को कह सकते हैं
क्योंकि आज का समय भागदौड़ भरी जिंदगी से ओत प्रोत हो गया है। जिस कारण से लोग अपनी
रोजी रोटी जुटाने के लिए ही सबसे ज्यादा समय व्यतीत करते हैं। अक्सर परिवारों में
पुरूष व महिलायें दोनों ही काम काजी होते
है। जिसकी बजह से परिवार व अपने बच्चों पर ज्यादा ध्यान नही दे पाते है। और इनके
बच्चे अधिकतर रोजमर्रा के काम काज अकेले ही करते है जैसे कि स्कूल जाना, टयुशन या कोचिंग क्लास जाना बाजार से शब्जी व अन्य राशन
लाना इत्यादि शामिल होता है। इन बच्चों को अकेला देख बाहरी असमाजिक तत्वों द्वारा
इनको पहले हमदर्दी दिखाकर उनके साथ दोस्ती करके अपराधों को अंजाम दे देते है। जब
इन परिवारों के साथ कोई अपराध घटित हो जाता हैं तो वे उन अपराधों की वजह से कुछ
रोजमर्रा की जिन्दगी से हार मानकर टूट जाते है और यहॉ तक की कुछ लोग मानसिक
विक्षिप्त भी हो जाते हैं। कई बार इन परिवारों के साथ में बच्चें ही अधिकतर शिकार
होते है। क्योकि ये अपरिपक्व समझ के होने के कारण बाहरी दुनिया को ठीक से समझ नही
पाते और परिवार के सदस्यों को ठीक से बता भी नही पाते है। मानव समाज ने जितना
विकास मानव सभ्यता को विकसित करने में किया है और वैज्ञानिक दृष्टिकोण से नए-नए
आयाम को छुआ है। लेकिन फिर भी अपराधों को रोकने में नाकाम रहे है, भले ही सरकारों द्वारा विभिन्न प्रकार के कानून बनाकर लागू
कर दिया हो फिर भी अपराधों को रोकने में नकाम रहे है। इस शोध पत्र के माध्यम से
बच्चों के विरूद्व होने बाले अपराधों के सम्बन्धों में विधियों का अध्ययन कर समाज
पर पड़ने वालें प्रभावों का विश्लेषन करना है।

निष्कर्ष
उर्पयुक्त विवेचन और प्रश्नोत्तरों के आधार पर हम कह
सकते है कि बच्चों के विरूद्व अपराधों में कोई कारण नही है इसके कई कारण है। सबसे
बड़ा कारण हैं उनकी समझ का अपरिपक्व होना जिसके कारण बच्चे अपने साथ होने वाले सही
व गलत में भेद नही कर पाते है। जिसके कारण असानी से अपराधों के शिकार हो जाते है।
और कई बार उनके अपनों लोगो के द्वारा ही उनका शोषण किया जाता है अग घरों की स्थिति
में देखे तो बच्चों के द्वारा छोटे-मोटे कार्यो का किया जाना भी एक तरह का मानसिक
व शारीरिक शोषण कह सकते है। इसका सबसे बड़ा कारण असम्यक असर के कारण भी ऐसा देखने
को मिलता है। अब यदि स्कूलों की बात करे तो स्कूलों में भी भाग-दौड़ भरी जिन्दगी
में प्रतिर्स्पधा को पूरा करने में बच्चों को आवश्यकता से अधिक काम दिया जाना और
काम का पूरा न हाने की स्थिति में बच्चों की पिटाई करना व उनको डाटना आय दिन का
काम हो गया है। लेकिन जब से शिक्षा का अधिकार कानून का निर्माण किया गया है जिसमे
धारा 17 के अनुसार बच्चों की पिटाई को स्कूलों में प्रतिबन्धित किया गया है, तब से सकूलों में कुछ सुधार देखने को मिलता है। लेकिन लगातार
मॉनिटरिंग न होने की बजह से स्कूल अपने पुराने ढर्रे पर आ गये है। यदि घर से बहार
की स्थिति का अवलोकन करे तो सभी जानते है कि कुछ असमाजिक तत्वों के द्वारा इनकों
मॉनिटर करने के बाद जैसे ही मौका मिलता है तो आसानी से शिकार बना लेते है। और ये
बच्चे अपने माता- पिता के डर से कुछ कह भी नही पाते है।
सुझाव
- सरकार को चाहिये की ऐसे नियम बनाये कि निश्चित अवधि के अन्तरालों में स्कूलों का निरीक्षण किया जाये एवं प्रत्येक स्कूल के बच्चों से इस सम्बन्ध में बातचीत करके पता किया जाये कि किसी भी प्रकार का शोषण या आपाधिक गतिविधियॉ तो नही चल रही है।
- स्कूलों के अन्दर जो शरारती ततव है उनकी काउसिंलिग करके सुधारने की कोशिश करनी चाहिये।
- स्रकार को चाहिये कि ऐसे निकायों का गठन किया जाना चाहिये जो कि बच्चे के जन्म लेने लेकर उसके वयस्क होने तक निगरानी करे चाहे वो बच्चा कही पर भी रहे।
- स्रकार व टेªफिक पुलिस द्वारा लगभग सभी चौराहों पर सी.सी.टी.व्ही. कैमरे लगाये गये है। उन कैमरों को उपयोग करके बच्चों व अन्य लोगों के साथ होने वाले अपराधों को रोका जा सकता है।
- अपराध करने वाले अपराधियों की निजी जानकारी सरकार के पास पहले से ही आधार कार्ड के माध्यम से उपलब्ध है। जिसका उपयोग करके अपराध करने वालों के ठिकानों का पता लगा कर तत्काल गिरफ्तार किया जा सकता है।
